A team’s workflow is “collect information → analyze → recommend,” but they get stuck in analysis meetings, continuously requesting more data. Mapping reveals a classic concept/process mix-up: “analysis” is treated like a noun (“we did analysis”) rather than a process with an output. Criteria for the recommendation are also unclear, so every new data point reopens the entire discussion.

The best next step is the dependency-and-feedback pathway with a dose of criteria. They redefine analysis as a process that produces a specific output: a trade-off summary or ranked list. Then they add recommendation criteria that are directly testable: meets constraints (time/budget), fits agreed scope, states key risks, addresses highest-impact factor. Finally, they move feedback earlier: instead of reviewing a polished recommendation, they review scope and criteria first, because that’s the cheapest point to correct direction.

The benefit is structural: decisions become possible because the system has a “conversion point” from information to decision, and the dependency is explicit (“We cannot recommend until scope and criteria are agreed”). The limitation is that some problems are genuinely ill-defined; in that case, the first criterion may need to be about clarity itself (for example, “we can state the decision in one sentence”).
